  1. Dr. Ong Eng Hwee, Infocomm Media Development Authority, Singapore.

    Dr. Ong Eng Hwee Bio: Eng Hwee is a technology leader with experience in research, foresight and innovation. He had worked with organisations in Telecommunications industry such as telco, mobile devices, radio & access networks, and standardisation.
    He specializes in wireless networks, MAC protocols, and cross-layer design. His research interests include future radio access technology, heterogeneous network (HetNet), radio resource management, network selection, quality of service, coexistence, machine communications, and cognitive cooperation architecture for future wireless networks. He is also proficient in wireless technologies such as IEEE 802.11xx WLAN, 3GPP LTE/LTE-A/5G NR, WiMAX, BTLE, ZigBee, and Weightless.
    He received his B.E. (Hons. I) degree and Ph.D. in Electrical Engineering, both from The University of Newcastle, Australia. Upon earning his Ph.D., he was appointed as the Senior Researcher in Nokia Research Center Helsinki, Finland where he was actively involved in IEEE standards and radio access technology concept development involving WLAN, LTE and their coexistence. He was ranked as Top 20 inventors of Nokia in 2011.
    He then joined Infocomm and Media Development Authority (IMDA) of Singapore where he focused on strategic planning for wireless infrastructure and led the development of a nationwide heterogeneous network. He is currently leading the technology planning office in IMDA to develop technology foresight and masterplan for the Infocomm and Media sector. He had served as Head Secretariat for the Services and Digital Economy Technology Roadmap in 2018.
    Dr Ong has (co)authored more than 30 publications in scientific journals, proceedings, book chapters, and standards submissions with over 900 citations. He also holds 40 patents including 13 patent families in the areas of wireless networking, mobile communications and telematics. He is a Senior Member of IEEE and IES.

  2. Prof. Yingchang Liang, University of Electronic Science and Technology of China, China.

    Prof. Yingchang Liang Bio: Dr Liang's research interests lie in the general area of wireless networking and communications, with current focus on applying artificial intelligence, big data analytics and machine learning techniques to the design and optimization of wireless networking and communications. Dr Liang was elected a Fellow of the IEEE in December 2010, and was recognized by Thomson Reuters as a Highly Cited Researcher in 2014, 2015 and 2016. He received IEEE ComSoc's TAOS Best Paper Award in 2016, IEEE Jack Neubauer Memorial Award in 2014, the First IEEE ComSoc's APB Outstanding Paper Award in 2012, and the EURASIP Journal of Wireless Communications and Networking Best Paper Award in 2010. He also received the Institute of Engineers Singapore (IES)'s Prestigious Engineering Achievement Award in 2007, and the IEEE Standards Association's Outstanding Contribution Appreciation Award in 2011, for his contributions to the development of IEEE 802.22 standard. Dr Liang is now an Associate Editor-in-Chief of the World Scientific Journal on Random Matrices: Theory and Applications. He was Founding Editor-in-Chief of IEEE Journal on Selected Areas in Communications - Cognitive Radio Series, key founder of the new journal IEEE Transactions on Cognitive Communications and Networking, and Chair of IEEE Communications Society Technical Committee on Cognitive Networks. He has been Guest/Associate Editor of IEEE Transactions on Wireless Communications, IEEE Journal of Selected Areas in Communications, IEEE Transactions on Vehicular Technology, and IEEE Signal Processing Magazine, and IEEE Transactions on Signal and Information Processing over Network. Dr Liang was a Distinguished Lecturer of the IEEE Communications Society and the IEEE Vehicular Technology Society, and has been a member of the Board of Governors of the IEEE Asia-Pacific Wireless Communications Symposium since 2009. He served as Technical Program Committee (TPC) Chair of CROWN'08 and DySPAN'10, Symposium Chair of ICC'12 and Globecom'12, General Co-Chair of ICCS'10 and ICCS'14. He serves as TPC Chair and Executive Co-Chair of Globecom'17.

  1. Prof. Yan Zhang, University of Oslo, Norway.

    Bio: Yan Zhang is a Full Professor at the Department of Informatics, University of Oslo, Norway. His current research interests include: next-generation wireless networks leading to 5G Beyond, green and secure cyber-physical systems (e.g., smart grid, healthcare, and transport). He received a Ph.D. degree in School of Electrical & Electronics Engineering, Nanyang Technological University, Singapore. He is an Associate Technical Editor of IEEE Communications Magazine, an Editor of IEEE Network Magazine, an Editor of IEEE Transactions on Green Communications and Networking, an Editor of IEEE Communications Surveys & Tutorials, an Editor of IEEE Internet of Things Journal, an Editor of IEEE Vehicular Technology Magazine, and an Associate Editor of IEEE Access. He serves as chair positions in a number of conferences, including IEEE GLOBECOM 2017, IEEE VTC-Spring 2017, IEEE PIMRC 2016, IEEE CloudCom 2016, IEEE ICCC 2016, IEEE CCNC 2016, IEEE SmartGridComm 2015, and IEEE CloudCom 2015. He is IEEE VTS (Vehicular Technology Society) Distinguished Lecturer. He is a Fellow of IET. He serves as the Chair of IEEE ComSoc TCGCC (Technical Committee on Green Communications & Computing). He received the award 2018 "Highly Cited Researcher" according to Clarivate Analytics.

  2. Dr. Li-Fung Chang, Chief Architect, 5G Technology Program Office, DoIT, MOEA, Taiwan.

    Bio: Dr. Li Fung Chang is the Chief Architect (2015-present) of the 5G program Office in Taiwan. In this role, she is responsible for setting up 5G master plan, strategy direction for this program as well as providing technical consultation and guidance to the engineering teams working under this project. Prior to this position, she was a Senior Director of Engineering at Broadcom Corp Mobile and Wireless Group, and led Broadcom system team to support multi-mode 2G/3G/4G cellular SOC modem design/implementation across multi-sites. She is a veteran from AT&T research Labs and Telcordia. Dr. Chang holds over 85 US patents and many international patents in the area of wireless communications. She is a Chair Professor with NCTU (National Chiao Tung University, HsinChu, Taiwan), Fellow of the IEEE (2001), senior advisor at III, Taiwan. She received her Ph.D. degree from University of Illinois-Urbana-Champaign in 1985 and was a visiting research graduate student at Caltech from Dec. 1982-1985.

  1. Prof. Hyeon-Woo Lee, DanKook University, Vice Chairman of 5G Forum, Korea.

    Bio: Dr. LEE. Hyeon Woo is currently a Professor at Dankook University in Korea and serving as a chair of 5G forum global strategy committee as well as TTA 5G. Standard group chair. He worked as a National R&D Program Director of KEIT (Korean Evaluation Institute of Industrial Technology) under Ministry of Knowledge Economy of Korea from March 2009 to Feb. 2013. He has worked as Director and Head of Global Standard & Research Lab. in the Telecom R&D Center of Samsung Electronics Co. in Korea from Dec. 1984 until Feb. 2009. He received BSEE from Seoul National University, 1985 and MBA from Sogang University, 1989, in Korea. He received his M.S. and Ph. D degree at KAIST, Korea in 1994 and 2003 respectively. Since 1996, he has devoted himself to national and international standardization work such as ETSI, ARIB, TTA, 3G PP , 3G PP2 and ITU.

  2. Dr. Yukihiko Okumura, Leader, 5G Laboratories, NTT DOCOMO, INC., Japan.

    Bio: Dr. Yukihiko Okumura has been engaged in the research, standardization and development of wideband/broadband mobile radio communication technologies, terminals and systems, at NTT DOCOMO, INC since 1992. He is currently engaged in the research of 5G radio access technologies and is promoting field trials of 5G system. He is a Leader of 5G Radio Access Network Research Group, Research Laboratories, NTT DOCOMO, INC., and a Leader of 5G Trial Promotion Group, the Fifth Generation Mobile Communications Promotion (5GMF), Japan. Dr. Yukihiko Okumura received his M.S. degree in electrical engineering from the Tokyo University of Science and his Ph.D. degree in engineering from the Tohoku University, Japan.
